What this document must cover
The position on digital content under the Consumer Contracts Regulations 2013: the
14-day right exists, and it is lost only where the buyer expressly consented to immediate
delivery and acknowledged losing it. State how that consent is taken.

our position should be that you are not charged for an empty report.
